What DAW do I need?

Any DAW works. The techniques are universal and apply to Logic, Ableton, FL Studio, Cubase, Reaper, Pro Tools, or anything else.
Do I need expensive plugins?

No. You can start with your DAW’s stock plugins. I still use an EQ that costs less than $30 on every mastering session. The tool matters less than knowing how to use it.
